The short answer is no. The environments, language structures, user
interface widgets, and so on are incredibly dissimilar and no migration tool
exists.

A longer answer is: Maybe.
There is a genetic-algorithm-based molecular computer which can possibly
translate the application from VFP (predecessor to VB?) to java. It's
called a programmer.
All you have to do is feed it coffee and pizza, throw wads of cash at it,
and harrass it ocasionally.
