I bought JBuilder X upgrade version from an eBay's seller, but there is no
registration card in the package. Is it right? There was a registration card
in my old JBuilder.

All original shink-wrap versions of JBuilder have a card with the
license key/serial number. If yours did not come with one, then the
eBay seller defrauded you.

Note: If the original license key was already registered, then that key
CANNOT be transferred to another person without getting permission from
Borland. Basically, what I am trying to say here, is that if the copy
you bought wasn't still shrink wrapped when you got it, then you
probably got completely ripped off.

Thanks for Lori's answer.
My package contains a License Certificate Card with key and SN, and I have
registered my JBuilder Upgrade successfully. So, there is no registration
card that is needed to be send back to Borland. Right?

Ah, ok. Correct. When you "register" online, that's all that is needed.
